The full details of the criminal charges against Curtis Warren can be revealed ahead of his appearance in court next month.
Warren, 60, stands accused of breaching the terms of a Serious Crime Prevention Order, which imposed severe restrictions on his movements, finances, access to cash, vehicles, mobile phones and ability to travel overseas.
Warren was released from HMP Whitemoor in November last year after serving a 14 year sentence, imposed for a conspiracy to import cannabis into Jersey, as well as a default period for failing to pay back £198million in criminal cash under the Proceeds of Crime Act.

However Warren, originally from Toxteth, was arrested by officers from the National Crime Agency (NCA), at an address in Boldon Colliery, South Tyneside, on July 5 this year. He was charged with 11 breaches of the order when he answered police bail on Friday, November 17 at a police station in the Merseyside area.
Now the ECHO can reveal the full list of charges against Warren, including allegedly failing to notify the authorities about changing address, allegedly setting up a business and failing to reveal the "true nature" of it, allegedly failing to declare income, allegedly applying for a passport and more.
The charges faced by Warren, all under the umbrella of failing to comply with a Serious Crime Prevention Order, are as follows:
- Between 23/02/2023 - 05/07/2023 at Liverpool, without reasonable excuse, failed to notify the authorities of his change of communication device.
Between 04/01/2023 - 05/07/2023 at Liverpool, without reasonable excuse failed to notify the authorities of his use of credit cards
- Between 08/02/2023 - 21/02/2023 at Liverpool, without reasonable excuse, failed to notify the authorities he had set up a business
- Between 05/07/2023 - 21/07/2023 at Liverpool, without reasonable excuse, had more than £1,000 in his possession
- Between 20/02/2023 - 05/07/2023 at Liverpool, without reasonable excuse, failed to notify the true nature of his business
- Between 22/11/2022 - 31/01/2023 at Liverpool, without reasonable excuse, failed to notify the authorities of his application for a passport
- Between 08/03/2023 - 05/07/2023 at Liverpool, without reasonable excuse, failed to declare his income
- Between 24/12/2022 - 05/07/2023 at Liverpool, without reasonable excuse, failed to notify the authorities of his access to multiple vehicles
- Between 20/05/2023 - 24/05/2023 at Liverpool, without reasonable excuse, failed to notify the authorities of his travel arrangements whilst out of the UK
- Between 13/03/2023 - 02/07/2023 at Liverpool, without reasonable excuse, failed to notify the authorities that he was away from his home address for more than 24 hours
- Between 10/05/2023 - 05/07/2023 at Liverpool, without reasonable excuse, failed to notify the authorities that he had changed his home address
Warren has been bailed to appear at Liverpool Magistrates' Court on December 15.
The convicted drug trafficker was jailed in Holland in 1996 for a £125m cocaine importation scheme. While in prison, Warren, nicknamed "Cocky", killed fellow prisoner Cemal Guclu by kicking him in the head after the Turkish convicted killer attacked him in the prison yard. Warren was convicted of manslaughter for using "excessive violence" and was handed an extra four years.
Warren was briefly a free man upon his release in 2007 and returned to the UK, but after only five weeks he was arrested over a plot to smuggle cannabis worth £1m into Jersey. He later had 10 years added onto his sentence for failing to pay back the £198m back.
